Geek's perfect xchat2 install for windows

Which... is a hack, that has bits and pieces from 3 different versions of xchat... naturally. I THINK i can cut it down to two, but where's the fun in that? It does, however work fairly well, and repeatably.

This is a early draft. I will probably edit it to have links to the stuff i ganked off the silverex xchat to make things simpler.
